OPIUM in Shensi and Kansu.

Peking, April 9, 1910.

With reference to your telegram No. 45 of the 23rd March. Mr. Coales offers to investigate the production of opium in Shensi and Kansu, which provinces he must traverse when he travels overland to Kashgar on taking his leave by that route in May. I would recommend that his offer be accepted if Sir A. Hosie approves.
